SRSP’s Humanitarian Partnership Management
Since its inception started from earthquake 2005, SRSP has been involved in oversight and management of more than 70 projects of diversified nature with major UN Agencies, INGOs, Government and other philanthropists. SRSP’s humanitarian wing thus, devised a strong coordination mechanism for effective partnership with PDMA/PaRRSA, NDMA, FDMA, 11th Core, FATA Secretariat, TDPs secretariat, line departments, political and district administration which helped in structuring our existence throughout KP including the newly merged districts.
The programmes at present have its presence in Khyber, South Waziristan, North Waziristan, Mohmand, Bajaur, Kurram and Orakzai.
Paradigm shift – Humanitarian to Development
Currently with the folding humanitarian operations in KP and the event of newly merged districts (NMD), there is a dynamic shift being undertaken from relief to recovery and rehabilitation projects and programmes. UNHCR TDPs programme that had solely based on humanitarian aid has winded up in the reporting period while the rest of the donors have extended the partnerships into the rehabilitation and development initiatives. The section is currently engaged with partners such as UNICEF, WFP and PATRIP Foundation in the TDPs returning areas for the restoration of livelihoods and infrastructures in coordination and collaboration of government.
Crisis in KP-FATA and Humanitarian Response
Approximately 72,895 families initially displaced from Bajaur in 2007-08 that was followed by the subsequent displacement as a result of crisis started in South Waziristan, Mohmand, Kurram, Orakzai, Khyber and North Waziristan. Most of the TDPs had opted to reside in camps & in host districts of KP; however, few flee to the other provinces of Pakistan.
At present, there are only 29,059 families still displaced residing in KP, which makes 6% of the total displacement.
As per UNHCR and FDMA statistics of January 2018, total 471,126 families that make over 3 million population had displaced from the FATA during the crisis 2007-14.
Against the total displacement, 442,067 TDPs families have returned voluntarily which makes 94% of the total displacement. In the last year 2017, 46,940 families had returned to their place of origin majority to South Waziristan (17,010) followed by North Waziristan (16,505).
All the displaced families are residing in host communities since the TDPs’ camps have been vacated. Bannu district is holding the biggest caseload of 12,765 from North Waziristan.
SRSP – UNHCR TDPs’ Program (2017 – 2018)
The partnership initially started with the distribution of basic non-food items (NFIs, now called Core Relief Items CRIs) to the displaced community for 15 days which with the passage of time, the scope was extended to other sectors as well i.e. Camp Management, Community services, livelihood, shelters, logistics, warehousing, Registration and De-registrations etc. The geographical outreach of the project was not limited to newly merged districts only but also to those districts where the TDPs families opted to reside whether in camps or off camps in host communities including district Peshawar, Kohat, Nowshera, Hangu, Tank, DIKhan and Bannu.

SRSP-UNICEF PROJECTS
SRSP-UNICEF WASH Project – Khyber & North Waziristan Agency
Project Title: Provision of WASH services in Areas of Return –FATA (Khyber and North Waziristan Agency)

In response to WASH in any humanitarian emergency forms part of life saving interventions and, due to the dynamic nature FATA emergency, WASH interventions were remained priority in areas of return. WASH interventions and services are basic pre-requisites for the health and reduced vulnerability of all of these population segments. Looking to the above-mentioned need, SRSP in partnership with UNICEF, WASH project implemented in the areas of return that is Khyber and NWA Agency. The Comprehensive project was designed for 11.5 months reaching out 30,000 beneficiaries in Two Tehsils of NWA that are Miran Shah and Mir Ali and in one Tehsil of Khyber Agency that is BARA. The beneficiaries were facilitated with WASH facilities having appropriate number of children and women to make the project gender balanced. The project endeavored to revive the sanitation facilities, improve health & hygiene conditions of the communities particularly women and children. Community was sensitized through series of trainings on health & hygiene. They were also supported to rehabilitate, rebuild infrastructure to improve the health & hygiene situations in post disaster situation. Project Achievements: (Khyber)

SRSP – PATRIP Foundation funded Projects
Construction of Connecting Road to Arandu Gol Phase – I
SRSP has successfully completed Arandu Gol Road Phase I during the period January 2015 to August 2017. This project was conceptualised and developed with an aim to contribute to improved economic infrastructure and social uplift of people living along the Pak-Afghan borders in the remote, downtrodden, and poverty-stricken area of Arandu Union Council District Chitral in the Khyber Pakhtunkhwa Province.
The project constructed a total of 11.775 km road with a total cost of EUR 1,070,000 with an approx. population benefiting 24,000 from twenty-five villages. The project is complete and handed over to the concerned communities.Construction of Arandu Gol Road Phase – II [PAK-SRSP-CHI-013]
The project period is January 2017 – December 2017 and the total cost is EUR 350,000 from PATRIP Foundation. A total of 2 km road has been constructed under this project. This project is an extension of the phase 1 therefore the beneficiaries still remain the approx. 24,000 from the twenty-five villages of the Arandu – Domail region.

SRSP – WFP Partnership
WFP Livelihood Project through Food for Work/Training-Cash for Work/Training -SWA
During the crisis, TDPs have lost all of their belongings including houses, agricultural products, livestock, other income sources as well as infrastructure. So on return, they are obviously missing these facilities and are facing miserable conditions. Hence, much attention is required to support them properly and to bring their traditional life style back in the locality on permanent basis. For this purpose, WFP initiated efforts intending to support the TDPs in coming out of the traumatized socio and economic conditions.
SRSP commenced a project “Supporting Livelihood of Crisis affected communities through building their capacity and developing local infrastructure using Food For Work/Training (FFW/T) Approach” in South Waziristan Agency partnering with WFP in early 2015.
Under this project, WFP supports these returnee TDPs who is currently not getting food from WFP Or who are unregistered. The TDPs are engaged in collective actions for the betterment of community under a series of interventions that include Agri-based activities, DRR, community infrastructure and capacity building trainings and in return Food is provided. The identified beneficiaries work for themselves and in return getting a designed package (92.7 kg) of food that is 80 kg Wheat Flour, 4.5 kg Oil, 8 kg pulses and 0.2 kg Salt after specified days. Similarly, the project has added the component of Cash for Work in its interventions and has started disbursement by the end of August 2016.
The first FLA of the year was signed for a period of six months that is June to December 2017 with overall target of 30,500 beneficiaries. SRSP identified and facilitate 24,701 vulnerable community members through involvement of VDCs under Food Assistance for Assets component till June 2017. These households were engaged and participated in different activities under defined work norms.

Replicating the similar pattern of WFP livelihood project “Food for Work & Training” in SWA, the proposed project intended to execute on the same pattern with slight shift. Hence the Cash is disbursed instead of food in return to the recent returnees of Khyber Agency Akakhel Tribe & Shalobar tribe mainly along with some materials provision for the Physical schemes. Besides structural activities, capacity building in different disciplines has also been focused during the reporting period.
In return of the participation, a set amount of cash (Rs. 6,000) is disbursed to the beneficiaries after completing 12 days’ work through a set criteria and norms by WFP. During the reporting period, the project is being implemented in 2 phases given below;

SRSP was the first organization to enter into NWA immediately after the de-notification under valid NOC. Further extending partnership with WFP under the similar pattern of CFW and FFW-T in Bara and SWA, SRSP signed agreement with WFP for NWA as well targeting 9,000 HHs who have returned to their place of origin mainly in Miran shah and Mirali Tehsils for cash and Ghulam Khan and Datta Khel for food component.
Under the project, the returned population has been engaged in a series of different activities under set work norms of WFP for 15 days and in return a food package of 92.7 KG will be provided to each HHs/participant for their participation in structural activities and trainings. This may include but not limited to de-silting of irrigation channels, rehabilitation of link roads, debris removal, street leveling, DRR and agriculture trainings, vocational and livestock training for females etc.
A proper assessment of the villages, activities and beneficiaries are undertaken before starting an activity in order to know the feasibility of the area, need of interventions and selection of beneficiaries under set criteria developed by WFP in consultation. To support the conflict affected inhabitants of Tehsil Miran Shah- North Waziristan Agency, SRSP in partnership with UNICEF initiated WASH project targeting a total of 35000 beneficiaries, in severely affected villages necessitating immediate WASH assistance. This project is focusing upon inclusion of Pakistan Approach for Total Sanitation (PATS) aiming towards achieving and sustaining an open defecation free environment with clear emphasis towards behaviour change and social mobilization.

SRSP – PATRIP Foundation Partnership
Construction of Business Centre (PAK-SRSP-CHI-014)
SRSP in partnership with PATRIP Foundation is implementing the “Construction of Arandu Business Centre (Project Code: PAK-SRSP-CHI-014)” project in Arandu, District Chitral. Sarhad Rural Support Programme will implement this project with a funding assistance of EUR 0.52 million from the PATRIP Foundation. The total duration of the project is 24 months (Jan 2017 to Dec 2018).
The objective of the project is “to increase access to economic activities for the deprived and marginalized communities living along the Pak-Afghan border in Arandu, District Chitral”.
The project has been physically launched and so far the excavation is completed and material has reached the project site while foundation work of Block A, Block B and Block C is in progress. The RCC footing and short columns are in progress at block shop A and B and block residential A.
3.2 Construction of a connecting road to Arandu Gol road (PAK-SRSP-CHI-015)
SRSP in partnership with PATRIP Foundation is implementing the project “ Construction of a Connecting Road to Arandu Gol Road (Project Code: PAK-SRSP-CHI-015) in Arandu Valley, District Chitral. A total of 16 km road construction has been pledged under the project agreement between SRSP and PATRIP Foundation. The total funding for this project is EUR 1.25 million. The total duration of the project is 24 months (Jan 2017 to Dec 2018).
The objective of the project is “to increase access to critical road infrastructure for the deprived and marginalized communities living along the Pak-Afghan border in Arandu, District Chitral”.
The project has been physically initiated during March 2018 and so far approximately 11.5 km road has been constructed while the remaining 4.5 km would be completed till December 31, 2018.
3.3 Improvement in government schools (PAK-SRSP-CHI-016)
SRSP with the support of PATRIP Foundation is implementing the “Improving Education Services in Government Schools (PAK-SRSP-CHI-016) in Arandu, District Chitral. Sarhad Rural Support Programme (SRSP) will implement this project with funding assistance of EUR 1.57 million. Under the project a total of 16 government schools have been selected for improvement. The total duration of the project is 24 months (Jan 2017 to Dec 2018).
The objective of the project is “to increase access to primary education for the deprived and marginalized communities living along the Pak-Afghan border in Arandu, District Chitral”.
The construction work on entire six Schools is in progress, regularly monitored by SRSP technical staff, PTCs’ members and the concerned communities. Once the project is complete it would be handed over to the district education department that would be responsible for the O&M of the project.
Renovation and expansion of health facilities (PAK-SRSP-KUA-001)
SRSP with the financial assistance of PATRIP is implementing a project “Renovation and Expansion of Health facilities in Kurram Tribal District (PAK-SRSP-KUA-001) in border areas of Kurram Tribal District – a Federally Administered Tribal Area of Pakistan. SRSP will implement this project with funding assistance of EUR 420,000. The project will be implemented from January 2017 to December 2018. The project will renovate 6 Basic Health Units (BHUs) in various border areas (Pak-Afghan) of Kurram Tribal District.
The objective of the project is “To increase access to primary health care for the deprived and marginalized communities living along the Pak-Afghan border in Kurram Agency of the Federally Administered Tribal Area of Pakistan”.
The construction work is continued on entire 6 BHUs and regularly monitored by SRSP field teams.
Renovation and expansion of a Primary school at Spina Shaga (PAK-SRSP-KUA-002)
SRSP with the financial assistance of PATRIP is implementing a project “Renovation and Expansion of a School in Spina Shaga (PAK-SRSP-KUA-001) in border areas of Kurram Tribal District – a Federally Administered Tribal Area of Pakistan. SRSP will implement this project with funding assistance of EUR 80,000.
The objective of the project is “to increase access to primary education for the deprived and marginalized communities living along the Pak-Afghan border in Kurram Agency of the Federally Administered Tribal Area of Pakistan”.
The construction work on the selected school is in progress and would be completed on September 30 2018 and would be handed over to the education office in tribal district Kurram.
3.6 Expansion of Sports stadium in Parachinar Kurram (PAK-SRSP-KUA-003)
SRSP with the support of PATRIP Foundation is implementing the project “Expansion of the Sports Stadium in Parachinar City (Project Code: PAK-SRSP-KUA-003) in border areas of Kurram Tribal District – a Federally Administered Tribal Area of Pakistan. The total cost of the project is EUR 360,000. The total duration of the project is 24 months (01 December 2017 to 30 November 2019).
The objective of the project is “to improve sports facility in Kurram Agency for promoting cultural exchange among the people of FATA and those living along the Pak-Afghan border’.
So far the working NOC for project has been acquired from the DoP office, Fata Secretariat. SRSP field office has also been able to sign an MOU with the Tribal District Office (formerly known as Political Agent Office) for the implementation of this project in Kurram Tribal District. The ToRs of consultant architect, to carry out proper assessment and designs & BoQs, has been completed and approved by the GFC / PATRIP Foundation. The consultant has carried out field visits and is working on the designs and BoQs for final approval of PATRIP Foundation and during the upcoming quarter the procurement process would be initiated followed by the initiation of construction process.
Construction of Communal Market Bajaur (PAK-SRSP-BAJ-001)
SRSP in partnership with PATRIP Foundation is implementing a project “Establishment of a Communal Market PAK-SRSP-BAJ-001” in the border areas of Bajaur Tribal District. SRSP is implementing this project with a funding assistance of EUR 587,594. The total duration of the project is 24 months (01 December 2017 to 30 November 2019).
The objective of the project is “to contribute to regional stability, social cohesion and peace-building process by creating economic opportunities for increased social exchange and economic cooperation between Pakistan and Afghanistan”.
So far the working NOC for project has been acquired from the DoP office, Fata Secretariat. SRSP field office has also been able to sign an MOU with the Tribal District Office (formerly known as Political Agent Office) for the implementation of this project in Bajaur Tribal District.
